Danilo (Danny) Arce has served on the California Baptist Foundation’s Board of Directors since 2006. He is the senior pastor of Crossway Baptist Church, a Filipino-American Southern Baptist church in Visalia. 

Mr. Arce earned a bachelor’s degree in industrial technology with an emphasis in electronics from Cavite College of Arts and Trades, he holds a diploma in pastoral ministries from Southern Baptist Seminary Extension, a master’s degree in pastoral counseling from Andersonville Theological Seminary and he is pursuing a doctorate in theology from Andersonville. 

He served as an elder for the National Evangelical Church in Kuwait and as a training coordinator for Hospital Christian Fellowship International in Kuwait.

Daniel (Dan) Bandy has served on the California Baptist Foundation’s Board of Directors since 2004. He is a certified public accountant and president of Bandy and Associates, Accountancy Corporation.

Mr. Bandy holds a bachelor’s degree in business administration, with an emphasis in accounting, from California State University, Fresno. His professional expertise lies in the areas of accounting and tax consulting. He is a member of the American Institute of Certified Public Accountants as well as the California Society of Certified Public Accountants.

Since 1985, Mr. Bandy has been actively involved in ministry at Trinity Southern Baptist Church in Fresno. Over the years, he has served as deacon, stewardship committee chair, new building committee advance giving chair, class director and Bible study teacher. 

Bruce Hitchcock has served on the California Baptist Foundation’s Board of Directors since 2005. He is a fundraising consultant to California Baptist University, raising dollars for the university’s Bachelor of Applied Theology Program.

Prior to retiring, Mr. Hitchcock served as vice president for Institutional Advancement at California Baptist University and president/chief executive officer of California Baptist University Foundation. His career also included service as the chief operating officer of Cloud Townsend Communications as well as 26 years at World Book Educational Products.

Mr. Hitchcock earned a bachelor’s degree in comprehensive science and a master’s degree in sports medicine from Ohio State University. He is an active member of Tapestry Christian Fellowship Church in Yorba Linda.

Robert Barnes has served on the California Baptist Foundation’s Board of Directors since 2004. He is a certified public accountant and has owned and operated his own public accounting firm since 1960.

Mr. Barnes earned a bachelor’s degree in accounting from Pepperdine University. He is a member of the American Institute of Certified Public Accountants, California Society of Certified Public Accountants and is past president of the Society of California Accountants Rio Hondo Chapter. In addition to his accounting expertise, Mr. Barnes holds Series 6 and 63 securities licenses.

For decades, Mr. Barnes has served as a leader in his church and on various boards. He is a member of First Baptist Church of Irvine/Tustin, where he serves as an ordained deacon and adult Bible study teacher.

Doyle Braden has served on the California Baptist Foundation’s Board of Directors since 2000. Since 1985, he has been director of missions for the Orange County Southern Baptist Association.

Mr. Braden holds a bachelor’s degree from East Texas Baptist University and he attended Southwestern Baptist Theological Seminary. His professional expertise lies in the areas of teaching, coaching and consulting and his expertise is requested by peers across the country.

Over his more than 50 years of service in ministry, Mr. Braden has served as pastor, minister of education and director. He is currently a member of Pacific Church of Irvine.

Prior to joining the Fresno Rescue Mission, Mr. Brown served as an executive pastor for one of the area’s fastest growing churches and he spent decades working in the banking industry. Mr. Brown held the position of senior vice president and head of central operations for ValliWide Bank. And, with nearly 30 years of service at Bank of America, he served in various roles, including a post as senior vice president of operations and administration for a 22-branch Bank of America subsidiary in Nevada. His professional expertise lies in the areas of strategic planning, operations and management.

Mr. Brown is a member of Woodward Park Baptist Church in Fresno, where he teaches an adult Bible study class.

Thomas (Tom) Halyburton has served on the California Baptist Foundation’s Board of Directors since 2005. He is the chief executive officer, president and chairman of Westland Technologies, Inc., an independent manufacturing firm located in Modesto.

Mr. Halyburton earned a bachelor’s degree in industrial management and a master’s degree in business administration from Western Carolina University. His professional expertise lies in the areas of operations and executive management, capital planning as well as new product development and growth.

He is an active member of Orangeburg Avenue Baptist Church where he has served as Sunday school director, deacon, trustee, school committee chairman and personnel committee member.

Ron Harvey has served on the California Baptist Foundation’s Board of Directors since 2007. He is associate pastor at Magnolia Avenue Baptist Church in Riverside.

Pastor Harvey’s educational background includes: a Master of Religious Education degree from Southwestern Baptist Theological Seminary, a Bachelor of Science, Biology degree from North Georgia State University, a diploma in nursing from the Uniformed Services University and a certificate in Biblical studies from Capernwray Bible School.

With ministry leadership experience spanning decades, Pastor Harvey’s assignments include service as senior pastor, minister of single adults and youth pastor. He has held leadership positions on the national, state and associational levels of the Southern Baptist Convention and he continues to serve as president and founder of The Right Club Ministries, a ministry to the professional touring caddie on the PGA tour.

Jonathan Jarboe has served on the California Baptist Foundation’s Board of Directors since 2004. He is the senior pastor of Pathway Church in Redlands.

Pastor Jarboe earned bachelor’s degrees in business administration and political science from California Baptist College, he holds a master’s degree in Christian education from Golden Gate Baptist Theological Seminary as well as a master’s in business administration from the University of Redlands.

He has been honored with numerous academic awards and he was named Redlands Police Department’s “Chaplian of the Year” for six consecutive years. Pastor Jarboe joined the Redlands Police Department as a police chaplain/reserve officer in 1997.

Deryl Lackey has served on the California Baptist Foundation’s Board of Directors since 2004. He is the director of missions for the California Southern Baptist Convention’s Inland Empire Association.

Prior to being called to his current post at the Inland Empire Association, he served as senior pastor at First Baptist Church, Upland and Mt. View Baptist Church. Pastor Lackey holds a master’s degree in religious education and a doctorate in theology from Bethany Seminary.

His professional expertise lies in the area of church growth consulting. In addition to serving churches in his role as director of missions, Pastor Lackey is a professor at California Baptist University and he serves as a chaplain for the Upland Police Department.

Robert Lambeth joined the California Baptist Foundation’s Board of Directors in 2008. He is president of the Lockman Foundation, a nonprofit, interdenominational ministry dedicated to the translation, publication and distribution of the New American Standard Bible and other Biblical resources.

Dr. Lambeth earned a bachelor’s degree in accounting from the University of Southern California and he later became a certified public accountant. His professional expertise lies in the areas of accounting and executive leadership.

Over the years, Dr. Lambeth has served on many boards of directors, including the National Bible Association Board and the Evangelical Christian Publishers Board. He is an active member of Tapestry Christian Fellowship Church, where he serves as a deacon.  

Donald R. Lee joined the California Baptist Foundation’s Board of Directors in 2009. He is an attorney for the Law Offices of Don Featherstone in Corona.

Mr. Lee earned a bachelor’s degree in secondary education from Hyles-Anderson College and a juris doctorate from California Western School of Law. He has been practicing law since 1989 and spent time in the classroom as an adjunct professor at Trinity Law School. His professional expertise lies in the area of corporate law.

He is an active member of Liberty Baptist Church in Moreno Valley.

Eric Lewis joined the California Baptist Foundation’s Board of Directors in 2009. He is associate pastor at Las Brisas Bible Fellowship in Murietta.

Prior to being called into full-time ministry, Pastor Lewis was senior vice president at Aames Home Loan.

Mr. Lewis earned a bachelor’s degree in business administration, with an emphasis in management and economics, from Portland State Unversity. His professional expertise lies in the areas of business administration and mortgage banking operations.

Alice McCullough has served on the California Baptist Foundation’s Board of Directors since 2007. She is an independent consultant to cities, school districts and non-profit organizations.

Prior to becoming an independent consultant in 1985, Mrs. McCullough was a grants coordinator and community development coordinator for the City of Santa Ana, executive director of Coast Regional Training Center and director of the ICAN volunteer program for the Santa Ana Unified School District. Her professional expertise lies in the areas of grant writing, economic development, HUD low income housing, community planning, data analysis and cultural diversity.

Mrs. McCullough earned a bachelor’s degree in mathematics from Drury College and a master’s degree in public administration from California State University, Fullerton.

She has served as a Sunday school teacher for more than 40 years and she is an active member of Mid-Cities Baptist Church.

Ralph Neal has served on the California Baptist Foundation’s Board of Directors since 2004. He presides as chariman of the board and has served as vice chairman and chairman of the finance committee in previous years.

Prior to entering retirement, Mr. Neal worked as a right-of-way agent for the California Department of Transportation. Other professional experience includes work as a real estate broker, developer and appraiser. Mr. Neal holds a bachelor’s degree in religious education from Samford University.

Mr. Neal has been actively involved in his community, serving as councilman, mayor and as a member of the Bay Area Rapid Transit District Board of Directors. He is a member of First Baptist Church of Fair Oaks and, over the years, he has served as Bible study teacher, singles director, deacon and committee leader.

David Joe Ondo, Jr. joined the California Baptist Foundation’s Board of Directors in 2009. He has worked as a financial services registered representative since 1987.

Mr. Ondo attended California State University, Domiguez Hills. He holds series 7, 65 as well as life and disability licenses. His professional expertise lies in the areas of retirement planning, estate planning and investment services.

An active member of Green Hills Baptist Church in La Habra, Mr. Ondo has served as a deacon since 2002.

Paul Oyer joined the California Baptist Foundation’s Board of Directors in 2005. He entered retirement after serving as financial vice president and treasurer for the Hawaiian Electric Company and he currently serves as president of the Hawaii Baptist Foundation.

Mr. Oyer earned a bachelor’s degree in accounting at the University of Hawaii. He has completed Edison Electric Institute’s executive management program, University of Hawaii’s advanced management program, as well as financial management programs through Stanford University and University of Pennsylvania.

As an active member of his community, Mr. Oyer has served on various boards of directors for organizations including: the Hawaii Baptist Academy, Aloha United Way, Metropolitan Rotary Club and the North American Mission Board. He is a member of Olivet Baptist Church, where he has served as moderator, president of trustees as well as chairman of the finance and pastor search committees.

Walter Price, president of the California Southern Baptist Convention, serves as ex-officio member of the California Baptist Foundation’s Board of Directors. He is the senior pastor of Fellowship in the Pass Church in Beaumont.

Prior to becoming a California Southern Baptist pastor in 1984, Dr. Price led congregations in Georgia and Mississippi. Over the years, he has served in various leadership roles within the Southern Baptist Convention and California Southern Baptist Convention. In addition to his current post as president of the CSBC, Dr. Price serves as vice chairman of the Southern Baptist Theological Seminary Board of Trustees, member of California Baptist University’s Board of Trustees, vice chairman of Emmanuel International Ministries of Emmanuel University Board of Directors and member of Life Action Ministries’ Board of Directors.

Dr. Price holds a bachelor’s degree and a master’s degree from Mississippi College, a Master of Divinity from Southwestern Baptist Theological Seminary and a Doctorate of Ministry from Luther Rice Seminary.  

Dr. Roger Spradlin joined the California Baptist Foundation’s Board of Directors in 2008. He is senior pastor of Valley Baptist Church in Bakersfield.  

Dr. Spradlin holds degrees from Oklahoma Baptist University, Criswell Bible College and Southern Baptist Theological Seminary. Part of his ministry includes a weekly television broadcast that can be viewed in more than 31 million U.S. homes and 180 million homes internationally in Arabic, Russian as well as English.  

Over the years, Dr. Spradlin has served on various boards of directors for ministry organizations including: the Southern Baptist Convention, California Southern Baptist Convention, Southern Baptist Theological Seminary and Kern County Southern Baptist Association.

Martin Stoops has served on the California Baptist Foundation’s Board of Directors since 2007. He is the administrator at First Baptist Church of Mira Mesa and he is an independent consultant in the areas of government contracts and corporate financial planning/analysis.

Mr. Stoops earned a bachelor’s degree in mathematics from the University of California at Riverside and a master’s degree in business administration from the University of Southern California. Prior to entering retirement, he was vice president of estimating and special projects at the National Steel and Shipbuilding Company. His professional expertise lies in the areas of finance, operations, information systems and marketing.

As an active member of First Baptist Church at Mira Mesa, Mr. Stoops has held many positions over the years, including: deacon, chairman of deacons, chairman of the finance, recreation and personnel committees as well as member of the church building committee.

Thomas (Tom) Tamura has served on the California Baptist Foundation’s Board of Directors since 2006.

Mr. Tamura holds a bachelor’s degree in business administration from the University of Hawaii and a master’s degree in government from Webster College. His professional expertise lies in the areas of strategic planning as well as business and quality management.

Prior to retirement, Mr. Tamura served as Principal Deputy Assistant Secretary of Energy for Human Resources and Administration for the U.S. Department of Energy. He proudly served in the U.S. Air Force for 22 years and he retired from active duty in 1982 with the rank of Colonel.

In retirement, Mr. Tamura remains actively involved at North Phoenix Baptist Church, where he serves as a lay leader.

Dr. Fermín Whittaker, executive director of the California Southern Baptist Convention, serves as ex-officio member of the California Baptist Foundation’s Board of Directors. He has served in this role since 1995.

Prior to joining the California Southern Baptist Convention, Dr. Whittaker spent nearly two decades with the Southern Baptist Home Mission Board (now North American Mission Board). While there, his areas of responsibility included planning and finance, ethnic church growth and language ministries.

Dr. Whittaker holds degrees from California Baptist College, Toronto Baptist Seminary and Golden Gate Baptist Theological Seminary. He is a guest lecturer at seminaries across the country and he preaches at evangelical crusades in the U.S., Puerto Rico, Panamá, El Salvador, Canada and Mexico. He is a member of El Encino Baptist Church in Fresno.
